can anyone decode this?
if there is a key it's probably "teddy" or "cover"

There have been some issues with people getting some of the heavy uf cats to decode things for them, and then it turned out it was for a contest, and then they got no credit for it. I myself am not one of the heavy uf cats, I'm just here for the free beer (what, you didn't know about that?). But I'm sure people would be more receptive to your request if you explained what the code is for.

sorry for not mentioning what it was for... It's for the argn anniversary trail. You know how it gets when you are pulling out your hair. You forget stuff.

doesn't matter now... it's been solved.

turns out it was an Enigma.
Spoiler (Rollover to View):
rotors: 324
Plugboard pairs: MG ED (I think)
Rotors: ARG
Ring: FOT (fellowship of the)

Take the first six letters: IEQQUD and encode them -- you should get LJSLJS in reply. Put LJS in for the setting and decode the rest, skipping the AXPWT word. (It's not part of the message.)
