Just a second clearer view of the symbols.

If I've identified the very hard to see first and last symbols correctly (which I doubt), it may point to Enigma? Not that I have a clue what to do with it if anything......just trying to help : )

First symbol:
Batch 30/30
8th symbol

Name: RIN / wa
Meaning: wheel, ring

Last symbol:
Batch 24/30
8th symbol

Name:BAN
Meaning: order, watch

In my dictionary, that last symbol's meaning has more of the sense of "taking turns in order"; it's possible someone looked up the word "turn" and used that definition, when they really wanted the sense of "a turning wheel". Of course, I could be wrong.

The middle, more visibile symbols are similarly problematic for me. Technically, the first two sound out "majo" which in Japanese would be "witch", but the Japanese dictionary gives me a single kanji symbol for that word instead of these hiragana. The last set of middle symbols *might* be katakana for "hour" (pronounced 'ahwaa'), and together you could say it means "the witching hour", but I have not confirmed this.

Just some of my workings, thought they might help someone:

Here is a rather sloppy simple pic of the graph I did. I have marked the places on the graph where I see directional changes in the lines. The count on the letters I come up with is 53, but I think others have come up with 56 or 57. I've tried Rot 12 on the cipher text using different key words and I've tried Rot 12 on some key words, i.e. witch hour, witching hour, midnight. and twelve just to name a few. I've tried using these with a Porta Cipher as well as with a Vigenere table. I've tried using words I think might be in the message (Marcus, kill, Tobi, Larch) to see if I could find the key word, but so far no luck. I'm running out of ideas..
