Picky, picky!

Ok, this may be getting a little picky:

Caleb's system uses the numbers 1 to 52, replacing the V's with 1 and the W's with 0

My system works uses the numbers 11 to 62, replacing the V's with 0 and the W's with 1.

The rub seems to be the terms "SUGGEST ROTATION OF SECONDARY FILTER " and "BROADCAST ROTATION".

But, if you follow Caleb's system of V & W replacement (1 & 0 respectively), the VW numbers before and after the phrase "BROADCAST ROTATION 2X26UL" are 62 and 11, which is the range for my substitution system.

If you follow my system of V & W replacement (0 & 1, resp.), you get the numbers 1 and 52, which is the range for Caleb's substitution system.

The point? Convert the V's & W's however you want for the first line to find the range, then ROTATE the conversion to decode the message using that range.

Too picky? I thought so.
