[SPEC] Only 4 AXONs can be made hot by one voice per day?

Yesterday, I was running around DC on my own (for the exact details see my report post here) and after activating 4 AXONs (6:07, 9:07, 9:41, and 10:11), I continued onto my next location (10:21) and upon getting the phone there, I said what was required of me, but I got a negative response. I then went to the next two I had planned out (10:35 and 11:01) and got the same response. It's my theory that the voice recognition program is setup to check to see how many times a certain voice has been heard (that would explain the long wait, IMO), and if it has been heard more than 4 times in one day, then it automatically gets turned down. Can anyone either help me validate or invalidate this theory? If you have personally answered 6+ phones and gotten 5 of them right, please tell me. Also if you have answered 5+ phones and answered correctly and after all calls after the 4th one were incorrect, tell me. If I am correct this will change how we go about making phonecall runs.
