I'd also sent something to the mayor, and I finally got a response back today. Here's a transcript:

Dear Mr. Colson:
As you mentioned, Mrs. Diana Sprague and her daughter were the unfortunate victims of a horrible accident a few weeks ago. The entire Aglaura community has been devastated by their loss. To the best of my knowledge, Mr. Dale Sprague has gone off to an undisclosed location for a much needed period of mourning and recuperation. I'm certain that any expressions of sympathy may be sent to his home directly, which, as a friend of the family, you should already have.

Lorraine Tweed, admimistrative assistant
for Pat J. Dobbs
Mayor of Aglaura NJ

Quoting Joshua Colson <ctw@ndgonline.com>:

Mayor Dobbs,

I noticed your note today on the web page about the Spragues; what a terrible tragedy that must be for Dale to go through. Speaking of, I haven't heard much from Dale lately. I hope he's not taking it
too hard but I wouldn't blame him if he was. Considering that he's on the
council, I was wondering if you might have heard from him and how I might be able to get in contact with him again. I'd very much
appreciate anything you can tell me; he's quite a vital part of our area and
I'd hate for him to drive himself insane over this.
