Puzzle?: Collective Protective Mystery Number

When the Collective Protective sent their email to Dale, this number was found at the bottom of the message:

34097xx65736243239857ui23658

We originally thought that this was Dale's account number, but a reply from the CP cleared this up for us.

Any speculation as to what it is instead? On the #ctw chat server, BrandonPrice speculated that the "ui" could stand for "User Identification". Perhaps we're meant to enter the number following "ui" as a user id and the number following "xx" as a password somewhere.

If that's true, then where? It isn't the login for Anonymous Fame. And what does the 34097 mean? Is that the directory address?

Any other thoughts?

Spec

I'm thinking it could be information used to view a temporary access page that Dale may have had Collective Protective set up for him on their site. Perhaps we don't have to write to the records department, and all we need to do is decode the info and find the access page.

In the reply from the Mayor he uses a double x in both "exxagerating" and "exxagerated" but not in "exercise".
