Yes, it was confirmed that the paper bag phone number is most definitely OOG and not to be called.

Sure, it could be, but so could all the numbers on all the cabs shown be a clue...

Though I'm still curious about the closeup of the keypad where the curly-haired male tech inputs a 4 or 5 number code... pausing rewind isn't giving me much other than something LIKE 7857...

It was after Sandstrom told everyone to take a break and be back in 1 hour. It cuts to Bob walking back to the lab and a man with a tape recorder asking him questions. Bob asks him if he's a reporter and when he answers yes it shows Bob quickly punching in his clearance code and entrering the building.
