Okay, here's what I've got using a straight alphanumeric substitution:

MEEMMEIJ

Makes NO sense to me . . . not even as an anagram.

Each song is probably in referrence to a particular faction, i.e. the White Stripes song corresponds to Section White.

Since The White Stripes is song says "13th letter", we take the 13th letter of "Section White: Special Resposne Unit" which is 's' or 'e' depending on whether or not you count non-letter characters.

What we need to do is identity each song and figure out which faction it corresponds to.

Songs

File #1 - The White Stripes - "Fell in Love with a Girl"
File #2 - Hideki Naganuma - "Funky Dealer" (JetSet Radio Soundtrack)
File #3 - "Mission Impossible Theme"
File #4 - ??
File #5 - "Navras" (Matrix Revolution Score)
File #6 - Simple Plan - "So Happy Together" (Freaky Friday Soundtrack)
File #7 - ??
File #8 - Nine Inch Nails - "Star ****ers Inc"

Factions (in order)

Pottsville Mafia
The Wild Card Gang
Immersion Unlimited
Shadow Government
The Doll Twins.
Unforums
Section White: Special Response Unit
Section 32: Special Forces Unit

There were a few typo's in the OPs post. The correct positions, in order, are:

13th, 5th, 7th, 13th, 14th, 5th, 9th, 10th

Using your original [Spec], a little logic, and the new positions, here's what I've come up with:

1 ) The White Stripes: Fell In Love With A Girl -> Section White
2 ) Hideki Naganuma: Funky Dealer -> Wild Card Gang
3 ) Mission Impossible Theme -> Section 32
4 ) Unknown
5 ) "Navras" - ?
6 ) Simple Plan: So Happy Together -> The Doll Twins
7 ) Unknown
8 ) NIN: Starf*ckers Incorporated -> Pottsville Mafia

Which gives me the following sequence:

Code:

S I N _ _ O _ E

Looks good so far, but we need more data!

Ok, I've solved it.

Keep the factions in order.

"The Doll Twins." has a misplaced period at the end. This led us to speculate that the period was important.

Due to the placement of the period, we were looking at XXXX.XXX That's a perfect format for a file name!

Since the 32nd Notes URL is given at the bottom, the file's at 32nd notes.

Using the "Letter placement" clues, the only realistic file extension was .mp2. Oops...I guess Roberts made a typo, so I assumed it was mp3 instead.

Just anagrammed the rest of the letters for a while and came up with http://www.freewebs.com/32ndnotes/fire.mp3

Fire.key is hidden in the ID3 information of that file.
