The keys is exactly 16 bytes, so that's a 128 bit key. The data itself is exactly 900 bytes, and I can't figure out how they got an exactly round figure.. but I'm sure these numbers hold the key (pardon the pun) to solving it..
i was thinking about treating data.jpg as a rc128 encrypted file and using key.dat to decrypt it, but it's definitely a JPEG and not just a random byte stream, so i'm guessing this is wrong. i'm assuming that if the file is a JPEG, it's steganography and not straight up encryption. but i'm new to all this; is that a safe assumption?
looking at the image in gimp, almost all pixels are RGBA 0,0,0,255, except at least one 1,1,1,255 at x576 y7. don't know if that's an artifact of steg or if it's otherwise significant.

I am just glad that SOMEONE found a way to creatively make fun of all those "y"s in the woman's name. NO ONE should have that many damn y's in their name.

could there perhaps be a clue in the page title? mal-adjusted emo baby seems a bit random. I wasn't in on Metacortechs the first, however, so it could just be a bit of nostalgia.

within Well.. I uncovered something from data.jpg (as it was done using the method I was going to use for my first puzzle.)
Don't know what to do with the findings, tho.

Spriggan - It is data.jpg with all the non-black pixels highlighted - I got the same effect by up-ing the gamma balance in photo editor. I think the next step is to tabulate the pixel positions - if no one has done it already I'll have a go...
And then we pass it on to the maths people
EDIT: In non virus txt form (excel on request) - there are 130 pixels!

You guys amuse me. Anyways, shouldn't we be recording the pixel gama data as 1's and 0's rather than coordinates?

Then there will be far too many 0's for it to mean anything. I'm not even sure if they mean anything or are they JPEG artifacts? So far I haven't been able to find a single document that explains the JPEG file structure, which is weird because I remember seeing some a while back which had examples and proper explanation.. I think we need a hint on this one.
