Well, whaddya know.

I've found another in-game person, although I don't know what information we may
be able to extract from her, or if she was more involved than just making the graphics.

The filter is KPT Gaussian Electrify 2.1, and in Photoshop 5.5 it is in the
filters section under "blur". Emboss the layer first. Electrify, then blur
more if necessary. Then take a large paintbrush and on a layer behind it do
one click, making a circle and fade it. Also, make a layer over the top of
your design and make a thin line of a lighter color over the top center of
what you made "neon", and blur and fade that until it looks like it is just
the gas in the tube.

I basically just played around with different blurring effects until I came
close. ; ) There is probably an easier way somewhere in the instruction
booklet.

I'm glad you like the graphics at Empty Threats. Anonymous Fame is a great
place to work for.
