The covenant was actually co-founded. It was an agreement made between the prophets and elites. Only later were the grunts brought in, and then the brutes and drones (at some point).

Don't know if they still have a homeworld, but my understanding is that he Prophets started the Covenant with the Elites. A sort of brains and brawn pairing that evolved to include other races - many of them forceably.

edit: too slow...

My understanding is that they each clearly did have a unique homeworld (I believe the prophets homeworld was once inhabited by the forerunner...), but that does not necessarily mean that each homeworld is inhabited only by the 'natives' currently. With the exception of the grunt homeworld they each seem to have the same requirements for sustaining life, specifically the consumption of food and either oxygen or some other gas that is also avaliable on planets where oxygen is a part of the atmosphere.

Grunts on the other hand resperate using methane, which is what the atmosphere of their planet is primarily made up of. So, either they are the only inhabitants of their planet (unlikely) or the other species can resperate using methane in addition to oxygen (unlikely in my opinion) or the other species have some type of rebreather apparatus much like the grunts use.

I don't remember if I picked up the following from the game or from the bonus disk. So...
Spoiler (Rollover to View):
The Elites and the prophets originaly were at war with each other. And it was at the end of that war that the covenant was founded.
FWIW.

On the flip side, we also know that the Prophets have been in at least a half-dozen major conflicts (probably more, considering they have an 'Arbiter Protocol') prior to the war on humanity, so it's feasible that they learned the glassing tactic the hard way. Hence why I used the "still" comment. Wink

As far as other races visiting the Grunts homeworld, it seems likely that there are 'security' forces on that planet, if it still exists. One of the Arbiters in the past was called in to service during a Grunt Rebellion, if memories serve. Otherwise, I would imagine there are trade opportunities (even if they have some kind of socialist economy) to be had among the various member planets, so it seems likely there's some kind of interplanetary civilian traffic.

When the Prophet of Regret was talking about his little sortie to Earth he mentioned that he had not anticipated finding the humans there. Thus he had a tiny little fleet. We could fantasize that the ILB Artifact attracted him there, but in all reality I think Regret found something that showed him the final resting place of the "ARK". In his excitement he jumped at the chance to be the one who found it and that would most likely bring him great acclaim and power. Since Regret was only on earth for a few hours, and since Master Chief ruined their nice shiny Scarab, I believe Regret fled without finding the Ark definitively. If he had found it and captured it, we would have seen it I believe. Also, there would have been no reason to invade Earth again on a larger scale.

My questions are what did Regret tell Truth before he got assimilated by the Gravemind? Obviously the Prophet of Truth knew something valuable was on Earth since he took off with the rest of his Fleet to Earth at the end of the game. But also, since Truth wanted to go on the "Great Journey", and since Tartarus had the key and all was set to go as planned, why would Truth leave at hour of victory? I am guessing Truth knows more than he lets on about, that Halo is a weapon, and perhaps their Great Journey isnt all its cracked up to be.

Spoiler (Rollover to View):
Perhaps the ILB artifact is what remote activates all the Halo's? Perhaps that is why it appeared to be counting down? Counting down to the remote activation of all Halo's. Just a thought.

The Covenant DO have sort of a "Capital" world. It is talked about in the Halo books as having obscenely intricate defense systems.

That was High Charity, the slipspace capable City/Planet/Ship. I think it was at the end of First Strike that I read that part about their defenses.
Spoiler (Rollover to View):
I'm guessing the only reason Master Chief was able to get there was by Gravemind teleporting him inside. If he had tried to get there by any other means they probably would've had him disintegrated long before he could ever touch down on it's surface.

And High Charity seems to be based on a large chunk of rock, either a chunk torn from a planetary surface, or a space-born body of some kind. there Was an immense Forerunner ship at the heart of High Charity, so powerful thats it engines/powerplants were tapped to run the Entire mobile city-ship. I believe tha this central, ancient, and seemingly holy ( to the Covenant) ship is what is referred to as The Ark. simple. its probably been said before, even, but there we go again. as much as I Want it to, I dont think The Artifact has any connection to the functioning storyline on Halo2, at least not as the story exists in its final version.
