SPEC: New Puzzle at Darkplanetonline Eggroom?

I think there is a new puzzle. You aren't allowed to copy and paste anything from the file, so excuse the long explanation. It's at:

There I clicked on The Incunabula Papers:Ong's Hat and Other Gateways to New Dimensions. Look at Page 9, fourth paragraph beginning with "Here is a map". I can't figure out the crypto-key to dechipher it, so I'm throwing this out there for others Shocked

I found it when I followed the link from Emporium of the Weird. I will try my best to post the links I followed to get there.

I know this site has been around for awhile. But since it's linked from EOTW, are we supposed to use it to help solve something?

not in-game

this document was created in 2001. i highly doubt it is in-game. there's an admission on another page that says the people who created the ong's hat stuff at incunabua/darkplanet did so as a social experiment on conspiracy-minded folks. i think any puzzle found in this material is just something referred to by the pm's as background information.
