[PUZZLE] The Grid

After the primes clues (poem and sieve) I checked out the primes in the grid, and all the primes below 54 are present once!

I've marked them and drawn a line from low>high here:

There is definitly some sort of pattern here. Note how:
-a row has only 0 or 2 primes
-the two primes in each row are closer to eachother in value than to any other prime (1,2 or 6 difference)
-the spacing between two primes is either 2,3 or 6 boxes

The meaning still eludes me though. (and the grid is giving me a headache)
