I agree, and although it doesn't fit perfectly - it fits too nicely to deny that it seems to be the same phrase. Whatever language this is may have certain letter pairs that are written as a single symbol. For example the AE in Gaelph's name may be depicted as a single symbol etc.

 		The graphic has changed.

The last letter of the last word (which resembled an F but stoof for an H - assuming we are correctly transcribing it) has been changed to three symbols. The first of the three symbols stands for F, so I'm wondering if when creating the graphic, the PM may have mistakenly put the symbol that looks like an F but stands for an H.....does that make sense?

The last two symbols of the last word are a "double" of the last symbol in the second word.

Changes attached.

I've also made a rough draft of what might reasonably be the beginnings of an alphabet. The yellow ones, are just guesses.
