A few things...

First, what is the correct name of the file attachment from the email? The name in the post is "gdfjh.png", however it downloads( for me) as "gdfjh_166.png". I think this is important as we have both letters and numbers in the image itself and the name of the file might possibly be a clue to the solve.

Second, until we find out what this is all about, I like "Blueberries" as a name for this ARG because "Blueberries will guide the way."

And finally, some spec:
Speaking of blueberries, I get the feeling that this may be a hint to the text appearing in the blue border of the image. If so, the ciphered text and/or digits may also start with the phrase "Justice often tastes of" as it has a length of 20 characters( excluding whitespace) and would fit in either string ok.
