It's Germany broken up into 10 states. If you make the top left state 1 and count up to the lower left state as 0 I came up with the following number grouping (figuring the colors divide up the numbers):

221 19 94 02 257 1 64 43 220 13 35

It's a starting point, I guess.

If you take the email and then do a Beale cipher with each letter numbered individually, you get 'steppenwolf'

that goes with the travelguide.pdf file.

 		Mechanical Plans??
First picture in travelguide looks like HVAC supply ductwork, second one might be sprinkler plans & the third one is a hydraulic plan.

 		Each of the drawings has the words pianta galleria printed on the bottom. I'm not sure if that is a specific place, or if it's something more generic.
