Ok, just got word from Felicity that the missing line 20 is indeed a mistake. it should be 26 rows. Forget anything that has to with focusing on line 20, and press on

Yeah, I'd tried the same thing, overlapping the two text grids, but the similar letters spell nothing intelligible, and a great many are vowels.
