You could read it that way, but that's not how I read it.

"Chance" can also just mean "opportunity". Chance doesn't have to imply uncertainty, it can simply mean doing something that otherwise couldn't have been done.

Examples:

"Ladies and gentlemen, I'm glad that I have the chance to speak to you today." (there's no uncertainty about speaking to them)

"I made the right decision going to Washington, because I got the chance to see the White House." (there was no uncertainty about getting to see the White House)
