First of all, Stegdetect always gives a lot of false positives.
Take any collection of photo's and check them with stegdetect, you will most likely get at least one 4-star. (I checked the digital photographs from my wife's camera and got about 11 4-star JPHides)

But if you have strong reason to believe an image has stegged information, you can try JPHide to extract the message. You will need a keyword or passphrase however.

So you basically need an image where you have some reason (other than stegdetect) to think it has a stegged message in it and a passphrase that might be used to encode the message.

the background image on the police website http://tranquilpolice.org/images/bg1.jpg looks strange....maybe something is in that one?
