Played a round with the simulator a bit and it's a lot more complicated then my brain can manage right now (sleep is calling).
However for anyone who wishes to play around with it right now I did find the original army training film for the m-209.

I'll play with it some more in the morning, but must say that the historical accuracy of this is making me grin from ear to ear.

So I've been playing with the m-209 emulator and watched the videos on how it works and I kinda have it. The only part that I'm not getting is how to set the pins according to the key list. Sadly the instruction manuals are not as helpful as I would hope.
Edit because after messing around for the last two hours I've got it.
Any messages in m-209 I'll be able to decipher. Actually quite an ingenious machine lots of little parts that all together set the machine. Also figured out how to read the pins and keys and all.
So now we see if we can find a message I can use it on.

I haven't had any luck getting one of the simulators that will run on a mac to work for me, but is the slip of paper with the key list not a message?

Maybe that is the internal message indicator and the L is the letter repeated 12 times to create the cipher.

As far as I can tell it's the external message indicator that you need to decode the internal message indicator just to be able to decode the message. Yeah it's not an easy process.
Basically to explain it a bit better all m-209 cyphers have a few things in common. First is the double letter (normally at the beginning) this tells you what letter was used to get the internal message indicator. The second part is the six letter external message indicator, then the key indicator.
So for example for those who care
SSTVA USBXR XXXXXXXX
The SS states that when it was encoded the letter S was used 12 times to get the internal message indicator. the TVA USB are the random 6 letters the encoder used to create the internal message indicator The XR Is the Key List Indicator telling the decoder what Keylist to use to set the pins and bolts in order to decode properly. Then the XXXX would be the coded message.

Nice work! I assume that you had the pins and lugs set as in the previous image? What did the internal message indicator end up being?
ETA - it helps if you have pins and lugs set properly and remember to switch to Decode

Yeah had to set the pins and lugs, almost messed myself up, thankfully the simulator keeps track of lug rows LOL

. It's worth keeping track of but with most m-209 codes, they change the external so it may not be useful in the future. Who knows though right?
