It could be anyone really. It could be slenderman him self. Or any member of the collective. Hell, it could even be the rake or HABIT from EMH. Personally, I like that last idea.

I was thinking one of the people stated in the tweet (either the body or the one that walks up behind Noah) is Milo assuming the perspective of the tweet is Noah's which brings up the question how can we be sure if it is or not. For one thing the wording seems pretty strange.
