On the bottom of the site there is slightly hidden link:

ZIP file contains slix.li.ps03.k.gz, i guess our task is to find password for the file.

I'm struggling not to move this to "time wasters". There may very well be a crazy conspiracy theorist's puzzle - but I'm doubting ARG. I also won't open a zip file on my phone, so until someone can spoiler tag and post what is going on I'm going to keep my eye here.

I clicked on the "Donate" button, hoping to see who was behind it, but it sends you to the real PayPal site without details and returns an error.

Time to dig further...

So far, I see this text on the page:
Quote:
Snowden is false flag.

1453 University Avenue South Fairbanks, AK

LN7

the last line is the link to "owl.zip" which contains "slix.li.ps03.k.gz" -- I will let another brave soul open that for me.

Google street view for the address shows me a Taco Bell across from a Safeway store parking lot, and a nearby credit union branch.

Here's the numbers from the image transcribed for you:
Code:
378287198279872387778701011818111819181928394890490483901890209822808190819801

I have no idea what to do with them.

(Looks like the top post in the thread was enhanced with a later edit to include everything I found on my own. Now I just look silly.)

Thank you for all of that data. I recommend adding replies from now on, rather than further edits of the top post, as people won't know when you've added more info. (But you might as well delete the block of numbers that you know have a typo.)

My only other observation is that the cow .jpg has some more texture in the white area if you play with the contrast, but nothing looked like data to me, just a quick attempt to cut out the background.

The file in the .gz folder is
slix.li.ps03.k

Apparently .k files were used by the German Government in the early 90s.

Digging deeper into it now...

.k file looks mysterious

some poeple are suggesting it can be open as image with software called Iris on OSx or Iphones.

We need somebody to try that. Nobody of us owns any apple device.

As interesting as this is, it's definitely not an ARG...

yeeeeeaaaahhhhh, no.

Moved to time wasters. I think the wayback machine history shows this is just a guy who does "mock the government" type things.... but not an ARG.

Yeah it sure isnt standard ARG with PM watching our every move. But is is still worth solving. Mystery is a mystery.

Here is standard deviation of .k file: http://i.imgur.com/YhceaMQ.png
<crash_demons> it doesn't seem useful to XOR the digits against the Kfile, since one seems nonrandom; it's random, within its range; it doesn't seem to always make use of all 256 bytes, it has a lot of printable characters

hex statistics http://prntscr.com/1jtlfl

jpgsnoop of picture https://infotomb.com/zy0nj

XORING numberstring with file didnt produce any plaintext results.

We tried to convert numberstring to binary suitable to XOR in two ways: https://infotomb.com/1szey# https://infotomb.com/712of#

Tools we used:
http://code.google.com/p/otpxor/
http://home.paulschou.net/tools/xlate/

Stego also didn yield anything else then false positive detections. And we dont have any clue what sort of stego tool or what the password would be.

Few quotes from history of web page:

Attention:
This site is covered on section 234.21a 26b stroke 6 of the Illegal Immigration Act. It also covered under form 32.21b (Version 2.321 SecLev 3) of the Freedom Of Information Act. Anyone caught violating any of the regulations put forth in these documents will be severely punished in an act so horrible and unthinkable that the only phrase we can legally use is: "Tim Pierce, Dave 'Im k-k00l' Delaney and Joel Furr walk into a bar..." Don't make us use the rest... for both your sake and ours.

Tacobell has been announced as the offical food of the 1996-1997 NSA snoop team! Congradulations PepsiCo even though you did take tacobell.com from me with the help of the idiotic Internic who is afraid of a little suit.

JUST ANNOUNCED NEW NSA APPROVED ENCRYPTION TECHNOLOGY
We have just approved a radical new encryption technology called double XOR. Double XOR is an awesomely powerful encryption technology that allows you to safely encrypt your data from prying eyes. For more information please contact your unix systems administrator or helpSPLATnetscape.com.

Maybe this is turning into ARG after all. Red Herring suggests so. Not sure if changes on web page were triggered by increased traffic or were preplanned, but it seems like somebody is mocking us a bit.
Sadly this thread being in TimeWasters doesnt spark much attention on UF.

Anyways; new things on webpage http://nsa.org/ :

Uhm... Red herring by no means was started by UF , not sure at all why you feel that has to be a mocking reference to us.

And again, puzzle does not an ARG make.

Sorry pixiestix for interfering and criticizing your job. You are right. Puzzle is not ARG, all I wanted to say was if author starts to interact with researchers than it is moving closer to ARG field.

I didnt mean to suggest red herring has anything to do with UF, I meant that traffic on the page becasue of us was noticed by author and he put on additional info. Red Herring is just common thing at puzzles, suggesting that page IS a puzzle to be solved and we are on right path.

I was just a bit buthurt because Timewasters get so much less attention than threads in News. And me personaly posted few lame ARG attempts threads in News that fall apart after two weeks after creators figured out that making an ARG is not as easy as it seems. Those threads deserve more to be removed.

Thing is when those mysterious secretive wannabe ARGs start is hard to tell what is what and how long it will be.

No hard feelings. Keep up the good work! Thx for all the time.
