I would say yes, because my opinion is that Hoody is actually the saner side of ToTheArk. Without the pills, Hoody decends into cryptic madness.

Not to mention, in Entry #73, Hoody can apparently be heard saying "Oh shit," under his breath when he sees Alex coming out the attic.

Also in 73 he is walking along the road in broad daylight while cars pass him by, indicating to me that he was not wearing his mask at this time. This implies to me that he wears the mask for reasons that are not related to any facial scarring, and also shows that he is cabale of blending in as a normal guy. If a guy dressed as Hoody with the full mask and hood on was seen by people driving by, they would most certainly react and possibly call the police.

I'm surprised that nobody is talking more about the first time we heard Hoody actually speak. Confused

I wasn't too surprised by Hoody speaking. Masky has spoken before, too—in #18, he shouted "NO!" at Jay when Jay tried to remove his mask. Hoody and Masky don't speak (or, at least, not very often), but they're not mute. Considering they both wear masks, they probably just don't want their voices to be heard and recorded. It would give clues to their identity.

I'm not going to think too much about Hoody's voice or the near-facial-reveal because I'm pretty sure Tim was standing in for him in that entry.
