Yes it is mr scars but he is saying good luck on the briefcase. That is the only thing reasonable.

That was a nice video, I'd love to see more of Mr. Scars, but I hope we won't have to wait 2 months while Noah tries to unlock and open the briefcase.

It seems obvious that Mr. Scars is Milo, since he seems to be helping Noah as well. But how did he get the ability to do all of this against the Administrator's consent? Did Firebrand get the ability to free him, or were there more HABIT shenanigans? So many questions.
