I think this is the first explanation I've seen which plausibly explains the "two cameras" aspect.
I have always myself been fond of the idea that Alex was so under control of TO in 49 that he forgot what he had done and this entry was him discovering his own crime for the first time.

Yes, that's what I had thought too. Whoever it is looked thoroughly freaked out by the bloody shirt and I really don't think that there's any logical explanation for it being Jay.

I always assumed that was Alex, but how did the file get onto Jay's hard drive?
In #52 he says he shall put Alex's hard drive in the safe, and in #33 he says he got it out.
This is confusing me, any ideas?

It was footage found on the chest cam and he dumped it to the laptop with the name noentry (because it wasn't his footage and he might not have even watched it before saving it) so he could use the chest cam.

The footage was still on the chestcam when Jay took the chestcam. If you look at Entry #52 at 8:12 he looks at the chestcam, considers it for a few seconds, then looks over at his laptop. Since he is wearing the chestcam the following morning and there's nothing suspicious on it at that time this means he must have copied the footage over to somewhere else before Entry #27 took place (and his laptop was the only place outside the safe where he could have stored it.)
EDIT: What Rev J said

For most of S2 I thought it was Jay and assumed we'd see the context in the form of some handheld footage.
I'm still not entirely sure we'll never see the context of "noentry", because there should be handheld footage of that out there somewhere.

That makes sense, thanks Rev and Aidan for clearing that up for me
I would assume that it is Alex based on - steals chestcam off Alex, most likely Alex on the tape.
And yeah, I also think he's forgotten the murder but remembered something happened there so went to investigate.

I've always seen entry 29 as being filmed by alex going back the next day to see what he had done (as he doesn't remember doing it, and it could very well have been his first kill), and then after the events of 50 jay knows why not to enter the tunnel, hence "noentry" - he renames it and puts it on his laptop (due to importance of the tunnel) before the operator wipes his memory

Someone told me a theory that this was recorded after Jay tackled the Operator at the end of #52. Jay had the 2 camera at that point, and it could provide a possible explanation at how it got onto his laptop.

the blood was still fresh. too much time passed between 50 and 52 for it to still be wet.

Sounds plausible so far, one question though: If Jay wants to make space on the chestcam, why does he only copy over a one-minute clip? Doesn't exactly make a huge difference.

Maybe there was more but it was just Alex wandering through Rosswood therefore, he cut the irrelevant stuff?
I'm wondering why it was a hidden file in the first place.

Given that Alex was running in Entry #29, and that the footage cuts from the running to the tunnel, Jay probably only uploaded the interesting parts (rather than Alex stopping and starting recording as he ran.) Jay hid the file from himself in case his memory got wiped because he didn't want to broadcast his presence to Alex or Masky at the time. Unfortunately for him he didn't hide it well enough!

This is pretty much in line with one of my thoughts about it.

Well, I've been frequenting this forum for a while, but I never had a good reason to write something here, but something is bothering me about assuming that Alex was holding the camera, since when Alex had two cameras? I mean, Alex never was seeing with two cameras, only with the chestcam, unlike the person in the video who carried both cameras. I'm willing to believe that the person in entry #29 was Jay after being taken by TO in entry #52 (like Tim in 64/65) and being teleported (like Tim in 65). Sorry for something wrong, English isn't my native language.
