I hold the opinion that the artifact is a remote detonator for the Halo systems - hence, the energy pulses. I think McKaskill turned it on, sent out an "arm" pulse, and started the countdown to the "fire" pulse, and Team Jersey shut down the countdown and sent out a "disarm" pulse.
