Hey there, welcome! To answer your first question, Alfa-Arkiv is an iPad app that lets you do a few important things:

- Obtain a TRU-COM account which you will also need to begin using Alfa-Cipher.
- Access 'classified' documents that illuminate the story of the three sisters, particularly Rhea/"little bird". There is a progression mechanic where as you complete simple tasks and read through the documents, higher levels of 'clearance' are unlocked.
- Communicate with other TRU-COM operatives (right now, these all appear to be bots). They will sometimes gives you instructions or reveal information to you.

Alfa-Cipher is a browser extension for Chrome (is there a safari version too?) that synchronizes with the account you create using Alfa-Arkiv. It alleges that it detects and extracts hidden information from sites and make it available to you via Alfa-Arkiv.

It also does some other very stange things if you post comments on the pages of Fortune 500 companies on Facebook.

Yes and no. The site really does belong to the Russian government, as far as I can tell. I'm not sure that means that all of the parts of it that you interact with necessarily do, though.

Right now, we're trying to piece together the meaning of the 7 glyphs and elements, and their possible correspondence to locations. Most of the active discussion is in those threads right now.

We also have an IRC channel at freenode #junkojunsui (webchat link). It's not very active yet, but a couple of us hang out there from time to time, so feel free to drop by (with your VPN running of course!).

Yeah, you can still read through most of the documents. Check out the "Arkivo Completo" threads that our Las SGG friends posted for us.

Also, I would venture a guess that Alfa-Arkiv won't always be the only way to obtain an account. Not 100% sure on that though.

thanks, I removed alfa-cipher for now since it had the strange effect of my tabs constantly refreshing themselves if they failed.

yes, only it was disabled. I found the issue, for some reason around the time that I added alfa-cipher to chrome, trovi had made it's way into my machine (a browser hijacker that refreshes tabs a lot and dumps malware onto your machine including ones that can be used to gain access.
