The Observer Distortion Effect with iMovie?

Need help creating this effect for my new ARG. Any ideas or help would be greatly appreciated.

Well, if you're great at rotoscoping, I'm pretty sure that's all you need. Unless it turns out I'm incorrect in assuming most, if not all of the Observer's videos are rotoscoped to hell.

Even then, unless you plan on having the Collective show up, I don't think you should go for that, because, to begin with, that style of distortion is nigh-impossible to replicate (I certainly can't, and I use the exact same tools as Nimbus does), it just loses some of its effect without someone that the distortion is associated with (e.g. The Observer, Firebrand, the rest of the Collective) and it almost definitely requires Adobe After Effects or something similar. Note how two out of three are essentially the same thing: this is the most ridiculously cool looking distortion available, it's just about as hard as a block of cement.

So... yeah, no, do something different. Unless you've got a couple thousand dollars, in which case have a go at it.

Just, please, don't use it in your ARG... it's too familiar and too signature of Tribe Twelve for you to use it without more cries of 'COPIER!' then you can shake a stick at, mostly on places other then here.
I might be exaggerating.
