RAQ cipher
I transcribed the long string of numbers from my RAQ call. I've been driving myself crazy trying to figure what sort of cipher it is, and I have no clue. If anyone wants to give it a shot, here it is!

There's a few question marks after some of the numbers because parts were very hard to understand.

I've also attached the audio file if anyone wants to doublecheck and make sure this is right.

And another thing...I can't understand the words before "Today's duties are..." I think the first might be "Kinokawa", but I have no clue what the second could be. I have a theory that it might be a key to the number cipher? [/spoiler]

 		I had a look at this string of numbers and the previous one and they both have an even spread of numbers. When converting numbers to letters 1=A, 2=B, etc. you end up with a larger numbers of 1's and 2's so I don't think it's that easy.

Breaking the numbers into pairs also gives a random distribution from 00-99 with almost all pairs being used. I don't see any patterns.

Both messages look very much like totally random strings of numbers. I'll think about it some more later but posting my thoughts so far in case someone else wants to try or these sparks some ideas.

I think it's "konnichiwa" and then "Apple 3"? I think it's just saying hello to you, but the text-to-speech engine is having a hard time with those words.

 		Also, the duties have been different between the two RAQ's I've listened to, maybe they're significant?

The most recent one (voice003): "Today's duties are ascension, quantification, teaching, community work and love."

And the previous one (voice001): "Today's duties are ascension, quantification, education, neuroscience, cooking and sleeping."

Dunno.

Thank you so much. From what I've seen you're pretty good at this so I'm excited to have your help.

It does seem completely random, doesn't it? Yeah, the first thing I tried was substitution but it didn't work. I've looked extensively and I can't find what this could be, but it couldn't just be random numbers, could it? It's got to be something.

 		Alright I've taken the time to transcribe the entire broadcast. I noticed a few things while doing so.

Spoiler (Rollover to View):
1. All the pieces have exactly 1 NATO word in them.

2. The only part that doesn't have a NATO word has one other word that isn't mentioned again (South. Which I've bolded).

3. The broadcast messages stay the same even when they are changed just the names with the SSTV messages move.

4. Most of these words that aren't NATO words were once used as passcodes in the Kanye game.

I tried just taking the letters that go with the NATO words and running them through I cipher solver and had no luck. Haven't done much else with it.

 		Also, has anyone noticed the white box in the result pictures on facebook? At first I thought it was used letters, but it's not. Anyone have any ideas about it? They've only been in the last four images.

EDIT: There's also a strange dark smudge to the right of the letters. Not sure what that could mean.

EDIT2: Maybe EX is execute...but I'm lost on the others.

I was searching for some of the words used above and stumbled onto a 4Chan thread about the Kanye Quest game. (http://v4chan.com/thread/294638389/kanye-quest-thread-part-3-of-13.html quite long and a lot of crap in there)
But I found this in one post

XXVI: sulkier - Either sulking (being stroppy, pouty etc) or someone who rides a sulky (a kind of horse or dog cart)

XXVIII: mayan - Pre-Colombian Civilisation who occupied the Yucatan Peninsula
XXIX: aconitic - Of Aconite, a family of poisonous plants that were used in the past as medicine (Wolfsbane, Monkshood, etc)

You have it written as it sounds but could Jagged tie be Jagatai? indita could be indicter? Which then maybe represents a number? And snowless appears in the list too.
Almost looks to me like Number (Game code), Alpha (vocal alpha code) but not sure what the "Sharp, rough, slight, moderate" is about?
Food for thought maybe?

You have it written as it sounds but could Jagged tie be Jagatai? indita could be indicter? Which then maybe represents a number? And snowless appears in the list too.
Almost looks to me like Number (Game code), Alpha (vocal alpha code) but not sure what the "Sharp, rough, slight, moderate" is about?
Food for thought maybe?


I was writing this out and when I do it almost looks like...music? Let's say Jagatai (II) Delta (D) sharp (#) moderate. D sharp? Petuntze (II) Foxtrot (F) sharp (#) slight. F sharp? I dunno. That's just what I saw at a glance, could be totally off.

EDIT: It looks like all of the NATO alphabet words correspond to a musical note (C D E F G A B C)?

Jagged tie could be jagatai certainly. Tie comes up sometimes without jagged before it though so not sure about that

Was just looking at that. I am breaking it down to its components and comparing against the game words. Could ties be Btise? If so then it would fit and all the "Sets" would have game codes.

 		The verbosity is appreciated. So I think there has to be a use to these and it's probably the thing most worth figuring out at the moment as the RAQ numbers seem to be impossible to figure out right now and the poll is entirely time based.
