There are codes that cipher messages into music, however the end modifiers seem to have too many variants. http://en.wikipedia.org/wiki/Musical_cryptogram While terms like 'sharp' and 'moderate' could imply intonation, 'rough' is usually more about how a note is played, and 'craft' is really confusing.

Personally I don't think you're over explaining anything. Any bit of insight may help someone else trigger an idea to work off of.

 		Thanks Endzo. I think it must have to do with musical theory in some way, that's a theme here and it would be a huge coincidence if it wasn't.

 		I just relistened to Forecast3 and it definitely says Snowless South sharp moderate.

That puts a bit of a wrinkle in things......

When I relistened to the forecast3 those early craft should be "rough" from what I can make out.

Ah! The piano scale in Kanye Quest (I believe it's when you enter the Ascension rooms, bell tones come after) is a chromatic scale starting on A! I just played it on my keyboard.

 		It could be a song, but it's not tonal if it is. I think it's more likely a cipher, but I don't know what kind. We have 3x2x7x12 potential symbols in the alphabet (504 of them).

But: E-sharp and B-sharp don't appear (because they're enharmonic equivalents to F and C). So in effect that's actually 3x12x12, 432 possibilities.

Do we have all the combinations of notes and numerals? Notes and {moderate, rough, slight}? I'll try and figure this out.

 		Well. There are definite gaps in the frequencies for combinations of numerals and moderate/slight/roughs after the Butterflies/Signora portion. But before that, they're pretty evenly distributed.

I wonder if there might be two different ciphers going on here? Or if I've just made myself a crazy wall.

As I said each game code is used 12 times. (Snowless shows as 11 due to the above taking the alpha code into consideration and there is the 1 snowless that is followed by South not an alpha code)

The totals of each alpha code is very odd. B and E are only ever used once for each alpha code and the others are all used twice (Except the Snowless one).

It just doesn't seem like a message??? Or I am just looking at it wrong.
The title of the recording is "Forecast"....weather forecasting is done on a map. Could this be some sort of mapping code? And where the SSTV codes are inserted are the player positions? (Grasping at straws here)

So the reason that B and E would be used only once a piece is because they don't have a "sharp" modifier ever. But yeah, it does look like those two columns are perfectly orthogonal from each other. If you expand this so that it's not just A-B-C-D... but A-A#-B-C-C#-D... you'll find that they all have 1 occurrence each, I think.

 		If it was related to a type of map that would make sense since we move in placement and we can change direction whenever. Maybe we need to arrive at Butterfly Signora??

We do have those sets of code read in japanese, but again its number strings which we still haven't found a use for.
