Looks like a ConLang alphabet imitating Sumerian and Cuneiform scripts, with some petroglyphs thrown in for good measure.

The second image looks like a web page but two characters instead of three in front and three in back...just a hunch? would that help?

What if each symbol represents a digraph like a playfair but the digraph is written as a symbol

Or it could be a syllabary language.
