Right now, too me, it looks like someone is just putzing around with the night vision setting on a Cannon camera and then throwing in some VCP Twitch Effect. (sorta my forte... but more concentrated abstractness)

Don't see how it could be an ARG as of yet. but I'll be keepin an eye on it.
