Okay - I am a skeptic.
I found that the site, tagruato.jp, responding with a 'dead end' sounding email was weird. So, I looked up ways to see what was happening when a piece of mail was sent to the server -- I used MX tools to do a test on the SMTP server - which is a forwarding service now, apparently -- I'm not a network engineer, I just have good ideas sometimes.

Did we ever get a username and password for the ftp at tagruato.jp?

Just a little advice: don't brut force ingame websites. Mostly (with a small exception of a geeky grasroots) the websites maintainance is OOG, especially at such huge ARG projects like Cloverfield ARG. (Imagine somebody from players has a password to an IG website and can add his own content - it would be catastrophal).

So no, we haven't a passwort and it would be great we won't have it at any time.

So waiting is essencial, even if it's waiting for Godot.

Got my updated reply a few minutes ago. It's promising that something is coming. Lots of news articles out there linking Guangbiao with Feng, must be inspiration for the name.

Got my response over night, same old same old. So it isn't automated, because we all sent off emails at different times, some it took a day some it took a week to get a reply, and the replies came in at all different times overnight. However, it is a copy/paste reply. Assuming for a moment there is a game going on, since why would anyone take the time to do this if not? "No longer monitored" really makes me feel like we are supposed to figure out where to send current emails to. (I misremembered the email. I was wrong) The change of person of the month feels like their way of pointing it out. And, heh, it totally feels a KL00 brought about by our questioning (it's not uncommon for PMs to monitor around the player base) if it is an automated response, since they changed the one thing I (and I'm sure others) said they should change.

FWIW, here's my recent history of emails to Tagruato:

-Sent an email on 1/15/16 with subject of 10 Cloverfield Lane asking if they were involved in producing any underground survival shelter products.
-Got the Vanessa Gwon response two weeks later at 11:59 PM on 1/29/16.
-Sent a follow-up email asking if there was an account that IS being monitored yesterday 2/3/16 at 12:14 PM.
-Got the response from Dr. Feng Guangbiao at 4:43 AM this morning, 2/4/16.

The strange timing and seemingly intentional minor changes certainly don't suggest an auto-response, but who knows? It seems more like someone is going through and sending responses in batches.

In the spirit of finding an account that IS active, I crafted an email address similar to the current one (18KagashimaDSPLATtagruato.jp) for the new person (18GuangbiaoFSPLATtagruato.jp), but that got an instant Failure Notice, as did one with out the leading 18.
