Looks like the first single letter was dropped from the encoding, which changed everything after that. That means that everything I tried and looked at must be tossed and redone.

... It looks the same to me too. Yesterday you uploaded a reversed colors image, and the sentence hasn't changed since then, at least.

I can agree that it doesn't look like a cryptogram. There aren't that many 1 letter words in the English alphabet, although they could be random letters: A, B, C.

Now, to add to the things tried, I tried to use salut instead of hello in Vigenere and keyed Caesar.

The sentence I see is:

I downloaded the level2 Genesis image, brightened it an editor, but i don't see the /InGodWeTrust anywhere. I've tried turning the brightness all the way up, all the way down, played with the contrast and shading and still I don't see it. Any ideas on what I'm doing wrong?

At this point I'm wondering if they have another mistake. If they changed it once, there might be more mistakes in there. I've tried many things related to the Great Seal and even from the Declaration of Independence. (It really reminds me of the movie National treasure.)

It's also worth pointing out that on the U64 page, you can click on the "available" part of "unavailable." It takes you to /level1, which so far just seems like flavor text.
