If you play it at about 1.4 speed the voices come out better.
For some reason i can't attach any files either.

The higher-pitched voice sounds like it's saying "row, row, row your boat..." and then something unintelligible (to my ears, at least)

I went throw the file and all i could pull it row row row your boat everything else it just back round noise

Cleaner and faster (1.5 speed)

at 1.5 secs you cna hear the word boat and if you speed it up more it sounds as if it's in alarm in the back round

I don't hear the word "boat" at all. After futzing around with it for a few hours and getting pretty much what you have here, What I hear is:

The deep background noise is definitely "Help Me ! Help Me ! Help Me !"
I pitch shifted the file on my sampler and you could clearly hear it.

The other voice, I hear as saying "No help now God.. It will bring my terror to you" I am about 85% sure of it.

Interesting, I accualy dont hear any of that stuff, but i still need to listen more. What i do hear after playin around with it is "Whats two plus two plus two"

hmm, maybe if we get something that we are pretty confident on we could save it and link it so that we can all give it a listen.
