I just figured "brillly" was some sort of Cockney slang for brilliant. (Either that, or you really were going for "mob religions," so we could have another one of those delightful if extended discussions.)
On the other hand, because neither Q nor Z appears in your plaintext message, I couldn't be absolutely positive which was ciphertext Z and which was ciphertext W -- but I guessed that you wouldn't have Z ciphered to itself, so I wrote down "Z?" for Q. Which means that I actually do have a question mark after the Z on my little sheet!

Eeek! I *knew* I missed something! Drat. Used a program to decipher it, noticed some mistakes, and tried to reverse-engineer them away. Clearly a mistake.
