I've translated the page title as well: heisrising

Than there is another clue hidden in the source code 'Azxk ftaeq iadftk ar nquzs mz Moaxkfq ar agd Ymefqd iuxx nq suhqz yadq uzradymfuaz'. This doesn't seem to result in anything when doing a ROT 13. (Nmkx sgnrd vnqsgx ne adhmf zm Zbnkxsd ne ntq Lzrsdq vhkk ad fhudm lnqd hmenqlzshnm.) Taking only the capitals will give you NZL or AMY)

As for the image contained in the htm file. I got that through email from the twelve (adramelechisrisingSPLATgmail.com). Here is what I found in the image source code:

Adramalech is chancellor of the order of fly's, also called order of the cross, or just 'hell'. Just do not know what they mean here. Seem to be stuck for now.

After you ROT-13ed it, I ROT-ed it again and ROT-01 gives:
