Who is Stephen? Don't really know, he isn't mentioned in-game anywhere, neither is Megan. However, Stephen (or Steven) and his phone number have been mentioned a number of times here in the unforums. Why are you getting cryptic text messages from his cellphone? No clue really. Did you happen to call and leave a message at that number?
Here's a little history regarding that phone number:
* Dgstone discovered the phone number (07941520789) by listening to the dialtones that Jon's phone dialed to reach his voicemail. You can find the posts about this here
* Chymz dialed that number (07941520789) and received the following message: "Hi, you've reached Steven's voice mail, I can't take your call at the moment so please leave a message after the tone"
* Then jab513 dialed the number (07941520789), left a message, and received the following text message: "U were 1st 2 leave a message. If u r working 4 JH try upstairs. Dont contact me again. Nice 1 m8."
* Then Wishi-San called (07941520789) and got the voice message: "If Jon sent you, you're too late."
* Around the same time, Nirke typed that number (07941520789) into the mezzanine door as a password and following clue was displayed on screen: "well remembered. Everything is much clearer in Black & White". You can find the posts about this here
* So we looked at the B&W photo on Jon's desk and TicTac noticed a different number (T07861-328-892) on the back of the photo.
* ryanandrew called the (T07861-328-892) number and recieved the following voice massage from Jon: "Hi this is Jon. Sorry i cant take your call right now, im researching a lead on the "murda do (that thing)"
What does all this mean? Well, I'm not sure really. But, I'm starting to think that maybe the number is out of game and that the PM's mistakenly used an actual phone number for the dialtones to Jon's voicemail without realizing that we would go through the effort of decoding the dialtones, and subsequently dialing the number. Then as an afterthought, the PM's called up the poor soul, apologized, gave him a few bucks and asked him to play along with our little game. But that's pure spec on my part.

Well, to answer your question, Stephen seems to be Jon's friend. Jon obviously knows him enough to leave his phone number hidden on the site, and Stephen seems to know Jon enough to tell us to look upstairs.
Now I have a question for you (okay, maybe more than just one):
Are you absolutely 100% positive that the text message came from that number? That it is an in-game text message and not a random mistake? And how did he get your number? Did you text/call him recently? If you just joined this game, I'm guessing you didn't call him when we first found his number. And you asked who the hell is Stephen. What about Megan? If this is in-game, she would be someone we haven't heard of yet. Or is Megan someone you know and asked Stephen about? (And if so, why?)
No offense, but quite honestly, right now, with no other information coming forth, I would have to chalk this up to a mistake of some sort. There doesn't seem to have been any other movement in the sites, and no other mentions of text messages from Stephen. It's rare that in a game like this that a newcomer would be the only one to receive a clue, especially when in the past clues have been given to multiple parties. Not to say that it couldn't happen, just that the odds are against it.
I just want to verify that this is a geniune part of the game before everyone else rabid for an update decends and starts pulling apart something that turns out to be a mistake.

edit: *sigh* slithy beat me to the punch. I take to long writing at times. I'd delete this post, but I asked a few more questions than slithy did that I would like to see answered.

Looking at the link above, Stephen added himself to Jon's Butterfly Club (on freindsreunited) on 15th Feb.
Does this lead us to think he's still active and interested in Jon?

A whole 'nother box. Hmm... according to his blip on friendsreunited, stephen works for an ad agency called Draft.
Draft is very tight with another company called Lowe, which runs Stella Artois marketing. Interbrew (i.e. Stella Artois + other beers) is listed as a client for Draft London.
I don't know. It's an interesting connexion, but it's SO far apart from anything we've seen so far I don't think it's in-game. I'll look a bit more, but doubt it will go anywhere.

Speculation: If Stephen's name is Stephen Beasley, he lives in wimbledon and works for draft (thus draft london) , there's a reasonable possibility his work email address would be: stephen.beasleySPLAT draftlondon.com.
Web digging brought up
brendan.richardsSPLAT draftlondon.com(unrelated), but firstname.lastnameSPLAT draftlondon.com might be their email format.
Might be interesting to send him an email and mention Megan, Jon, and/or the Butterfly Preservation Society.

I think it's kind of kooky to think Stephen isn't ingame. I sent him an email using the address Demiurge suggested above. It hasn't bounced yet but it's only been 30 minutes. He seems to be our only lead so I'm going for it.
I don't have a cell phone and I live in the USA but I think any who can, should send him a text message.
What else have we got? It seems someone is throwing us a bone.
Edit: The email I sent last night hasn't bounced back to me. I haven't received a reply yet though.

Since everyone is hot to make phone calls, I'm wondering if anyone has considered calling the following number: 988488716. It's listed in the classifieds section of the Hornchurch Star under the heading "Articles Wanted" http://www.hornchurchstar.com/classifieds.php . I'd try it myself, but it's most likely a London-area number.
Searching previous posts, I found that although this number has been discussed, nobody has claimed to have actually called the number.

i called the number from Hungary.....not cert ,i make a job of it...

and call the number of mezzanine door key...
the result(for me):
mezzanine number:ring...ring...after english man voice (with "provincial accent") told anything...i don't understand...
photo number:jon tell known text...
local number:maschine voice,"this number incorrect..."
but just one probe from Hungary...
and where is the "local"??? ......not sure london....
must probe call from UK this numbers.....

988488716 Is not a valid usa phone number and since the Hornchurch Star is in the US I think this number must be for something else. USA long distance phone numbers look like this:

megan Maybe Megan is the real name of 'Jon's sister'. Because were are still not sure if Bridget Harker is Jon sister, has Jon a sister..??!
That would make the message Steven send logical.. Megan/Bridget went after Jon and they haven't returned yet.

Since the other phone numbers which people have been calling (07941520789 and T07861-328-892) were located in the UK, I figured that "Local call" might mean the London area. Also, 988488716, when prefixed with 07, has the same number of digits as the other two phone numbers.
The number you called, 00-44-7988488716, should have been the correct dialing sequence from outside the UK. But since you received an "incorrect number" machine recording I think it's safe to say that this number is not a valid in-game phone number.
