I don't get it...
Every page I see that refers to semaphore is a person with TWO flags. There are at least 8 instances where the person has only ONE flag on /hiker. Did I miss something here or we using the wrong code?

Not the wrong code, I think more part of the puzzle.

Right, just a quick summary of some of the points I have seen raised so far
i) The little figures definitely seem to be originally from the scouts websites that have been posted before
ii) However, most of them have been altered.
iii) Deciphering using the closest figure turns out mostly gibberish
iv) The double symbol in the corner implies an alphabet square as seen posted before and in http://www.techtricks.com/paradox/playfair.php
v) Goin' up a mountain could imply a zig-zag path or circular
Addressing these we have done
i) zoom in to the figures confirms that they were originally from the same set
ii) The alterations raise the question - why have they been altered?
iii) Implies that they were altered so that a direct decipher is impossible suggesting that perhaps they may not correspond to the letters any more.
iv) The fact that there are only 17 unique symbols makes this unlikely
v) We couldnt find any evidence to support this.
Disclaimer: This is just to show whats been going on so far, it is not definitively correct, feel free to verify any of the points

just a quick point:
Signal Hill is a hill in Newfoundland where Marconi recieved the first transatlantic wireless msg.
thought I'd mention it as someone posted it was a point on Table Mountain (I think).

Well, the first thing that I thought of was a Monty Python's Flying Circus sketch (sorry, I'm a little obsessed... ) in which there was an 'ad' for a semaphore version of Wuthering Heights (movie). Hehe. Not much help, I know.
And then I thought of -- what with the way their arms were and everything -- those -annoying- little games where you flip the little tab things to make the ball (or whatever it is) go down the right way. GOD I hate those things.
Aaaaaaaaanyway. Sorry that I couldn't be of any help. I'm trying to think of things, really I am!!

Maybe we need to all take a step back. Chill out for a minute and wait for Synagoga or Clea to contact us. I've been looking through some of the chat logs and there's all these people asking Syn questions and maybe it's just hard for the masters to keep up. If they think we've cooled off, they'll want us back, and probably give us more clues.

I dont know if it is anything but ever since i saw the clues, i though Boy Scouts. and that website that you linked to was a Boy Scout website and it apears that is where the clue images are from. In the Scouts the assention in rank from Tenderfoot to Eagle is thought of as climbing up a mountin. You are a Tendefoot at the bottom and an Eagle if you make it to the top.

I got the solve! after a hint from today's chat log with Eccleastia

if you read the arm positions as numbers from clock positions and add the values you get :

Just for the record, I'm starting to sympathize with Eccleastia. What was revealed in that solve would drive me nuts in about 10 minutes never mind continuously.
I feel bad for E...
Nobody really seems to care what's happened to her in this whole process.
