Checking the html source code shows that the DoD seal is hosted on unholymovie.com's webspace.
Looks like this is something the film creators are doing for publicity. Doesn't look like an ARG though, at least thus far.

Well...Being the good ARGer (and steadfast-bordering-on-spooky-stalkerguy-Whedonite) that I am, I went ahead and rifled off a couple of e-mails to the movies producers. We'll see if anything pans out.
