A little puzzle [OOG]

I made a little puzzle as a joke while it seems like we are in some downtime today, but the mean old Moderators didn't like it. Here it is again for anyone who's interested, but I want to make it clear that it's OOG.

And here's my shot at getting half way to solving it:

If you take each set of 2 characters as a hexadecimal value and get its corresponding ASCII value, you end up with something (I think they may be unicode characters).
