What is it? Your link attempts to download something but I have no applications that can run it.

 		It's apparently a stylesheet. I'm assuming those are used as layout templates for webpages?

 		It's a stylesheet. They're used in webpages to apply a certain style to a page, like fonts, colors, alignment etc...

Like someone already said it's a "stylesheet" it's just sort of spells out how each page should be laid out in code.

 		Maybe the reward was given to some of the higher ranking colonies without them doing any work, and we all have to work together to help the lower ranking colonies solve the puzzle using the reward pic?

 		THis is wierd
ok guys im part of a smaller colony (pandora theory) I am the leader and we are ranked 640. I have tried the answer ourcolony (with and without a space) and it does not work. All my colony has is a the mesasge and the clue about answering the real challenge, any ideas

 		I might be offbase with this, but the message said to start in the alley.

I live near Chicago, and The Alley is a real place. It's a tatoo/body peircing/clothing shop on the north side, and it's actually really popular if you live near the city. Considering a some of the previous challenges have involved locations in Chicago, it wouldn't surprise me if The Alley is involved or we find a clue there.
