C = -4
H = +1
O = -2
So CH3 is possible, but it leaves a negative charge, unless a double bridge was formed.
OH 7.. Not sure that can be formed. OH in itself also has a negative charge. Remember it's H20 to make water and to neutralize the negative charge/acidity.

there's a spot around which they all center (the decimal point)
nine to one, but how to enter? (nine #s on one side, one on the other)
if the first seven leave and there sit but two (take away the first 7 digits=63.0)
reverse the pair, turn the paper blue (36.0, Blue litmus paper turns red if it touches an acid; red litmus paper turns blue if it touches a base )
If you go here:

and plug in 757016163, hit GO!, and scroll down the list to Base36. It says Cipher.

Because it said "If the first seven leave". Take away the first seven digits and you're left with two.

So I"m trying to figure out how we were supposed to solve that in the first place, without the hint, and it looks like we were supposed to use that page and code in the numbers and then, at the very bottom, we'd see "cipher."
The problem was that I was using the unfiction online tool that converts bases, dangit. The page you pointed towards is much more useful...

CH3OH is Methanol. there is no way to get those 7 hydrogens around the Oxygen atom. - Is it chemically possible? there are only 5 electrons in the outer valence of the Oxy to bond with and one of those is taken by the methyl group- you could concievably cram a few additional hydrogen naked ions on it, but between unstable charge and the bulkiness of the thing, I don't think it would last very long, it would be highly reactive.
However I was thinking of the Citric cycle (once called Kreb's cycle, now called something else, Oxalate cycle I think) which uses hydrocarbons as the carriers in the production of cellular energy, ATP and NADPH+, releasing Carbon Dioxide and Water as the waste products.
