Help me show up a friend, chiper puzzle!

Okay, i have a bit of a puzzle here, it's pretty simple:

Also included was the text:
twenty-three=twenty-four

I checked up that text and found it linked to "the star" website and I checked the text the only differences between the original was the following:

-April 35
-April 45
-M380
-X380

any help? This is pretty simple, I think i
t might involve a checkerboard and some ROTing

My hidden sources tell me that it may begin mith "pu..." but im not sure.
