I thought maybe it was Braille at first, but it doesn't seem to fit.

my first guess would be a constellation or maybe braille. I don't know how to spell it but you get my point. Perhaps points on a map? I don't know but its interesting

it looks a little too random to be braille though i guess but then again maybe it has to be rearranged?

Yeah its not braille, some of the dots are too close together and others too far apart. Weird though...hmmm

hmmm..why do most of them have more jpeg artifacts round the outside than the top one?

brainstorming:
-If you overlay this over text, the dots would land on specific letters which would spell the answer. Question is what text to overlay it on.
-If you create an XY axis behind it, each dot would have X,Y coordinates (2,3; 10,5; etc). These could then be decoded into ABC and spell the answer. Question is what scale to use.

the x, y coordinates where my thoguht to, problem is, there is no constant to work with (as in distance between marks). i kinda think this is an overlay. but it also could be like a seismic scall or something...

Colors inverted. You can see the the dots have been pasted in from somewhere else, or the detail between them deleted.

It looks like an upside down outline of the continental US too, minus the part where Texas juts down.
I tried the USS Constellation, but that doesnt work either.
