OOG / OT - Can someone point me to online tools to do this?

First post (sorry if it's trout or in a bad forum or whatever). Anyway, I saw this pic in the colony gallery and I've seen this same image before with different text on the billboard, so I'm figuring there's a tool or site somewhere that lets you plug text into images like this and I'm just curious if somebody can point me to some of them?
