I'm sure the centre dots have meaning.
I would assume the centre circle = 3,
the other 4 looks like two pairs of opposite dots.

The centre dots are what pointed me in the direction of needing 3 numbers instead of one, which lead me to the date, but I'm stumped now.
Although I get what you are saying.
Why cross two line of dots? why not just have 3? Why use 5 dots to make a cross?
