Yeah, that's the closest thing I can find too. I'm not convinced it's a perfect match though, the Article numbers don't seem to match up.

I went looking for some tie-in to 1896... the only thing I found was that the German civil code was adopted that year.

I think it likely that the pic (called "Open Book") was to simply point us in the direction of the key (referring to the The Vampire Lestat book).

My feeling is that the image of the book was just a hint to the key for the Vignere cipher. We've had images before that were just images that had to do with whatever was going on (like all the clocks - no direct meaning but just to move the ideas along). Just my $0.02.
