First, use notepad or whatever to replace every 3 with nothing. You've got binary. Decode the binary to get:

"Dl wta pqervgc ahtb lfvaaza yigo ptin ux slnm jtoo tb lyooht, tzh I xgad waim ux, aaw poe lbkmrgr, xiwtbvxew ialeke mpx tsufx, ilagb. Bf qengp ahtb Kughnkz oaw qghmtrw dps wwhy aiga dpm hny fs Bebphig. Qm yiaam poam baqve jxnln'm bpa frbmdlrl igkqoex."

This is another Vignere cipher. Use "whatitmeant" (the subject of the e-mail) for the key, and get:

"He was wearing that strange ring when he went back to school, and I knew what it, and the strange, emptiness inside the house, meant. It meant that Richard had invited his doom with him off to Britain. It meant that there weren't two brothers anymore."

Is there a reason why my vignere didnt decode the whole message - only upto the ',' ???

That's really weird... I don't know what it does that. I just retried it on my end and it came out fine... Try it again? :/ Do you have the key written in properly?

So while we were doing the email, the pic on Morgan's site changed to a lot of interconnected circles with letters in them.

Someone (I forget who) worked out that the leftover 3s in the email pertained to the number of circles each letter was in. We took every letter inside three circles and after a bit of letter juggling got

The picture here clued Ursos into using the names of the three kings as a key for the vin cypher beneath. I just finished off what he started and used a seperate name for each paragraph Razz

The answer is thus:

Yesterday however that peace was broken. Richard it seemed had somehow broken free of the cell and returned
to his brother. All the facts are not know at this time, but it seems to this reporter that Eric must have defended himself,
and upon finding that he had accidentally killed his own brother, taken his own life
