Noticed several parts of names underlined.

here's my list:
Code:

andra  (2 underlines)
and    (1 underline)
ff     (2 underlines)
io     (1 underline)
domin  (2 underlines)
rot d  (1 underline, then 2 under the D)
m      (2 underlines)
ean<space> (2 underlines)(the space is specifically underlined)
to     (1 underline)
ny     (1 underline)
nt     (2 underlines)


I can't get much out of it using the combos as given. Anagramming doesn't help much either. Red herring maybe?

 		Two of them have jail numbers as well, and the end of the number is the starting number of the other. I played with those numbers a bit but didn't come up with anything.
